Tammy Cunningham

President
Biography

Tammy Cunningham currently serves in the position of President with CCHRA. Her service with the Board began in 2005 as a volunteer on the Program Committee.

Tammy is the Assistant Director of Human Resources for the Town of Barnstable beginning this position in 2005. In this capacity, she provides assistance in a variety of areas including labor relations, workplace investigations, compensation, contract compliance, policy development, workers compensation, FMLA, and ADA compliance. Tammy has worked in municipal government for 22 years holding various capacities with a total of 15 years directly focusing on human resources. Tammy holds a Bachelor of Science in Business Administration and a Master of Public Administration from Suffolk University. She also holds the IPMA – HR designation of Certified Human Resources Professional.

Tammy is also active in Southeast Coast IPMA HR serving formerly in the roles of secretary and president. She has also served on the Eastern Region Board of IPMA – HR in the positions of secretary and treasurer.

Tammy is a native to Cape Cod growing up in Yarmouth. She currently resides in Sandwich with her husband and two children.

Joan McDonald

Biography

Joan McDonald has worked in a variety of roles on the Cape, from the Director of Operations at the Dennis Chamber of Commerce, Training and Office Coordinator for the Cape & Islands Suicide Prevention Coalition, a consultant for a Gateway Cities grant, working with high schools developing career academies to the Cape & Islands Workforce Investment Board where she managed grants and directed the School to Careers Program. Joan is a certified suicide prevention trainer. Currently she is the Director of Religious Education at United First Parish Church in Quincy. Joan lives in South Dennis, MA and is a clay artist.

Mike Foley

Biography

Michael E. Foley has been representing public and private sector employers, large and small, for profit and not-for-profit, in all matters of labor and employment law for over 31 years. Over the years, in different capacities, he has come to know and has advised several hundred businesses/employers in countless situations throughout the Commonwealth, New England and the nation.

Mike brings a unique prospective to the practice having served as both outside counsel and in-house counsel. Before he opened the door at Foley & Foley PC, he served as an equity partner and Chairman of the Labor Relations, Employment Litigation, and Employee Benefit Law Practice Groups at two major New England Law Firms and served as the General Counsel for Employment Affairs for an award winning healthcare system.

In 2007 Mike founded Foley & Foley PC, hired a talented and seasoned team, and established a law firm that prides itself on its responsiveness, creative problem solving, positive results, and client-friendly fees.

Foley & Foley’s clients and business interests are local, regional and national and include small to large companies in a wide variety of business sectors. The Firm’s services include employment matters, labor relations, all aspects of litigation, employee retirement plan design and compliance, and state and federal immigration law.

Mike’s unique background has put him in the position of experiencing first-hand pressures and challenges that most attorneys never encounter. Mike draws on the breadth of his experience to offer employers an uncommon approach and practical solutions. Clients retain Mike to work in a variety of capacities including legal advisor, advocate, negotiator, strategic planner, problem solver, trainer and spokesperson.

Kristi Caines

Biography

Kristi is an experienced Training Manager with a demonstrated history of working in many diverse industries, currently including the building materials trade. Skilled in Leadership and Development, Communication, Executive Coaching, Team Building, and Organizational Management, Kristi has used her attributes to support both for-profit and nonprofit organizations. She is a strong human resources professional with a Masters of Arts focused in Education from Azusa Pacific University.

Susie Silva

Secretary
Biography

Susie Silva joined the CCHRA Board of Directors in 2016 and holds the position of Secretary.

Susie is the Vice President of Human Resources at Cape Air.  She has held several leadership positions throughout the organization in multiple departments over the last 22 years.   She began her career with Cape Air in 1996 in the Airport Services department and spent over a decade working at Boston’s Logan International Airport and Providence’s T.F. Green Airport, later as Director of Airport Services, managed a dozen airport locations and led multiple teams through expansions and new operations.  She served as Managing Director of Corporate Culture, Customer Relations and Baggage and several years ago was invited to join the Human Resources Team.  As the VP of HR, Susie oversees the HR Team and supports just under 1000 employees throughout the U.S. and Caribbean.

Susie is also the President of The CARE Fund, a 501©3 non-profit organization separate from Cape Air that raises funds for Cape Air employees who find themselves in financial crisis due to an involuntary, unavoidable, unforeseen event or events such as house fires, injury or illness, natural disasters, etc.

Additionally, Susie serves as a Board Member of the American Red Cross – Cape, Islands, and Southeast MA Chapter, focusing on enhanced support for, and Red Cross presence in, her local community of New Bedford, MA.
